NCaeyc Legislative Priorities

NCaeyc engages in state advocacy through its membership in the NC Child Care Coalition.  The Coalition’s 2007 state legislative priorities were to secure additional funding for Smart Start, T.E.A.C.H., and child care subsidy, both for the waiting list and for a rate increase for child care providers.  The Coalition supported the request from the NC Partnership for Children for an increase of $44.7 million for FY 07-08 and $34.5 million for FY 08-09 for Smart Start.  In the end, Smart Start only received an additional 1.3 million for the first year and $5.5 million for the second.  However, many Health and Human Services programs did not get any additional money.  The T.E.A.C.H. scholarship program received a $1.1 million increase in recurring funds.  Child Care Subsidy received an additional $8.4 million to be used to increase provider rates and serve more children.  In addition, $3.6 million was carried forward from the previous fiscal year to serve even more children.
